Clark and Clark (1997: 223) define speaking that it is fundamentally an instrumentalact. Speakers talk in order to have some effects on their listeners. They assert things tochange their state knowledge. They ask them questions to get them to provide information.They request things to get them to do things for them. It refers to oral proficiency and is verysimilar to the notion of communicative competence. Proficiency itself refers to a high degreeof competence through training (Omaggio, 1986: 2)
