Well, that depends on the type of sampling event you've planned. It's always a good idea to contact all of the necessary "authorities" (part of being a S.C.O.O.P.S.S. - see next section). This may include the owner of a small business, the human resources director, the building owner or manager, or any other head cheese (if a school, the principal; if a civic organization, the director or president, etc.). It's always best to have permission before setting up a scoop station.
