We concluded, for several reasons, that a compulsory license specifically designed for the Internet was not appropriate. First, we were concerned about the Internet's ability to disseminate programming "instantaneously worldwide" without any territorial restrictions, and the intention of certain webcasters to retransmit to the widest audience possible.
