Likert suggests on the need to monitor the state of the organization and its internal management system at periodic intervals or stages of growth. He proposes a scheme of evaluation for the causal, intervening and end-result variable, affecting organizational climate and performance. He claims that social sciences, using the methods of mathematics and statistics, can develop methodologies for measurement of the state of human resource and predict the cause and effect of intervening variables. But socio-metric measurements of casual, intervening and end-result variables may not always establish reliable relationships to provide firm basis for management action. Explicating the relationships between casual, intervening and end-result variables, Likert postulates two hypotheses relating to the Management Systems 1,2 and 4. The first hypothesis is that if a manager has well organized plan of operation, high performance goals, high technical competence and if the manager managers by system 1 or 2, using direct hierarchical pressures, his organization will display less group loyalty, lower performance, greater conflict, less cooperation, less technical assistance to peers, greater feelings of unreasonable pressure, less favourable attitudes towards manager and lower motivation to produce. Such organizations will attain lower sales volume, higher sales costs, and lower quality of business sold and lower earnings. The second hypothesis is that if the manager managers by System-4 using the principles of supportive relationships, group methods of supervision and other principles the organization will display greater group loyalty, higher performance, greater cooperation, more technical assistance to peers, less feeling of unreasonable pressure, more favourable attitudes towards manager, and higher motivation to produce. Such organizations will attain higher business sales volume, lower sales costs, higher quality of business sold, and higher earnings. Likert tested these hypotheses through research and confirmed the effects of changes in causal variables on intervening variable and end-result variables.
