The position of the relevant national organizations (NAEYC and IRA,1998) has been that kindergarten curriculum should promote emerging literacy. Whether to include formal instruction in reading for all or most kindergarten children is problematic because of concern that students will be challenged beyond their capacity to respond to the curriculum. The principle in those position papers is that the kindergarten academic content should be challenging but achievable, and, through the primary grades, that multifaceted curriculum be employed with a variety of instructional models.
