Since each river in the region has different water quality characteristics, it would be better to set targets for each one independent of the other, rather than try to make all the rivers fit a single classification system. Catchment-wide planning should take into account all inputs and outputs to the system, and each river should be managed as an entire ecosystem, rather than arbitrary targets being set for each stretch [20,26].
