The APWG results were amplified by a U.S. National Energy Technology Laboratory (NETL)
study in 2008 which identified a list of potential methods to improve overall CFPP heat rate
efficiency.The results are shown in Table 1. The NETL study found that aside from a unit’s
age and steam cycle type, plant attributes such as location and emissions controls equipment did
not account for the variations observed in plant efficiency. NETL then undertook an analysis of
the efficiency of U.S. CFPPs, concluding that while the average efficiency was 32% in 2007, the
efficiency of the top 10% was five points higher at 37.4%.
