Thus, disparities in transportation system perform- ance could cause inequities to those living in a metropolitan region. Given a trans portation system's purpose of providing mobility and accessibility, the important question is, mobility and accessibility for whom? In addition, because the construction of a transportation facility can disrupt a community just as it can an ecosystem, the consideration of social and cultural impacts also includes the displacement of people, the potentially negative effects on historical and cultural resources, and the degree to which comniunity culiesiou is ameeled.
