Two versions of the legend of the ‘three steps’---one in the Hymns, the other in the Brahmanas –show us that the vishnu of the Rigvedas was a god of majesty and power.
Legend of the Three Steps. Gods and giants were battling together. Victory was deserting the celestial cohorts. The Asuras were about to triumph and take possession of the empire of the world.
Vishnu, a dwarfish Brahman, hadtaken refuge far from the noise of arms, in the peace of lofty meditations. In dire distrees the gods begged for this holy person’s intervention.
Tiny, armed with nothing but his intellect, Vishnu then presented himself before Bail, the giant man-at-arms.

But, lo! The marvel. Vishnu takes one step, he clears the Sky; two steps, the Earth; three steps, the Lower World
