The police department, like many of its counterparts, was organized by both rank and function.
In addition to the chief, it utilized the ranks of major, captain, lieutenant, and sergeant. Historically, the police department had been organized into functional divisions: line patrol officers (three shifts), traffic, juvenile, detective, and administrative.
Two majors oversaw the entire department; one major oversaw the patrol and traffic divisions, and the other major oversaw the detective and juvenile divisions.
In some cases, individuals who were trained as police officers were performing desk or administrative duties, with little or no time spent on street duties.
