During the past two decades, governments around the world have sought to reform their public sectors. As the result of both political and fiscal pressures, the emphasis of successive waves of reform has been on making government more efficient and more effective. The public sector has often looked to the private sector for ideas in this effort. One of the more visible products of this exchange is the New Public Management (NPM), which emphasizes the role of private sector management techniques in the public sector (Flynn, 1990).
