It doesn't say non-comedogenic on the bottle, but from my experience, it does not clog the pores. It's a witch hazel toner, which is meant to clean the skin and pores. I haven't tried the St. Ives Timeless Skin Collagen Elastin Moisturizer but I have other St. Ives products, and I haven't liked them as much. The St. Ives will be more moisturizing because it's an actual lotion. I use this in addition to lotion; I put in on first and then the lotion (I prefer cetaphil cream).
