A local district administration runs an award program to find Outstanding Young People in their area. They ask local schools and organizations to nominate young people that they think qualify for the award. The qualifications include behaviour, dress, respecting the rights of other people, showing leadership qualities, recognizing the importance of education etc. However, they also include one item that says that the candidate must be a ‘real’ male or female - they will not accept gay or ‘third gender’ candidates. One local school in the area feels that they have an excellent candidate who has a good academic record and has taken part in many social activities and competitions for the school. However, the student is openly gay and the school has to decide whether to nominate him, choose another student or tell the organizers that they do not wish to join this event until the rules are changed.
