Man Brent, it's kinda ironic.
The "little" guys need IP targeting to maximize their ROI on ad spend but can't get it, yet they offer it to the big spenders with burn budgets who are probably Branders, just blowing ad's out to get their name out and probably don't care about IP targeting.
They keep the tool from marketers that really need it but then make it available to marketers who probably won't use it, lol
