The effect of norms is more subtle; it is to
constrain decision-making about social policy, and define the options which are available.
This is most obvious in the extreme cases: some policies are simply unthinkable. Jonathan
Swift once made a 'modest proposal' that the way to solve the Irish famine was to eat
babies - a point he intended to remind government that they could not behave as if moral
responsibilities did not apply.
