Previous research indicates that OSHP&Ps represent important
raw materials for the formation of safety climate perceptions both found that the OSHP&P of the
organization were the strongest predictors of safety climate. Studies
of occupational safety program effectiveness have also highlighted
safety policies and programs as important ingredients of effective
programs (Cohen, 1977; Shannon, Mayr, & Haines, 1997). An
organization's OSHP&P serve as highly salient cues regarding the
importance of safety within the workplace, as well as indicators of the
extent to which management can be trusted to do its best to provide
safe and healthful working conditions and to facilitate safe and
healthy work practices (Barling & Hutchinson, 2000). As such, we
propose the following hypothesis:
