Finally, because Internet retransmissions were still in their infancy, the Office determined that it was premature to consider a statutory licensing regime for broadcast retransmissions. The Office cited the President's Information Infrastructure Task Force's Working Group on Intellectual Property Rights, which concluded that licensing of copyrighted works on the Internet should be decided by the marketplace, rather than a government-imposed scheme.
