The body responsible for the environment in Wales is not clear of its own purpose, the chairman of an assembly committee has claimed.
Alun Ffred Jones said Natural Resources Wales (NRW) had offered confusing advice and was sometimes seen as being "too close" to the Welsh government.
Mr Jones, who chairs the environment committee, outlined his concerns in a letter to NRW following an inquiry.
But NRW said it was "clear" about its purpose and insisted it was already dealing with many of the points raised.
One of the bodies who gave evidence to the inquiry was the bird protection charity RSPB Cymru.
Director Katie-Jo Luxton told BBC Radio Wales' Good Morning Wales programme NRW faced a series of challenges.
