For decades, THAI had been regarded by the air force top brass as a gold mine, with opportunities for personal enrichment through awarding aircraft contracts. It had already been the target of strong criticism both from inside and outside the organisation for alleged corruption and abuse of power. There had also been frequent criticism of military intervention in TOT on issues such as awarding telephone contracts in Bangkok and the provinces. Of concern too, were the actions of ACM Anan as CAT board chairman in approving multi-million baht projects at a time when, as a member of the government, he was disqualified from board membership. In addition, it was felt that board memberships for “national security” reasons was no longer tenable, obstructing efficient operations and privatisation and leading to the generals interfering in politics.
