Current scenario (S-0). This scenario, as detailed in Fig. 1,
describes the current management of MSW in the Metropolitan
City of Naples. It acknowledges that a large part of waste, both from
MMSW and from the residuals of the recyclable fractions, is still
disposed of in landfills (around 30%) and/or treated outside the
Region. The current scenario sketched in Fig. 2 is thereby used as a
baseline to follow the fate of the different waste streams. Following
the flows allows identification of the impact of waste management
changes on the various elements in the system. For example,
additional recycling reduces not only the need for incineration
capacity, but also for subsequent landfilling or “final disposal.”
