3.3. Lack of organizational support
3.3.1. Lack of support and resources from the organization Respondents indicated that the people in charge of organizations lack a proper understanding of telecare, and that the executives lack long-term vision. They often consider only cost-profit outcomes and emphasize on the immediate benefits, which is affecting the development of telecare. Particularly in smaller regional hospitals, there is a lack of human resources, and material and financial support, resulting in larger difficulties in the development of telecare. Respondents also pointed out that the inter-organizational implementation of telecare conflicts with the interests of rural community medical service, due to which physicians are reluctant to participate. In addition, due to this reason organizations are unwilling to cooperate, making it difficult for the promotion of telecare. The lack of internal resources requires administrators to seek external support, thus facing the pressure of operational performance. Healthcare providers are afraid of losing their job due to an inability to reach the service targets, and cannot imagine the potential of telecare service in the future.
