Staff and Skills, and Other Resources Constraints
Centralized approaches require the commitment of four resources – money, time, people and skills – all in short supply in the public sector. For many public organizations, a centralized approach may not be possible because of financial constraints; because staff are too busy on other things; or because no-one has the confidence or capabilities to undertake the necessary planning and coordination task. Sometimes, skills and awareness may be present within the organization, but not in the right place. Centralized approaches require involvement of senior staff, yet it is they who are often the last in the public sector to pick up IT or systems skills.
Management Systems and Structure Constraints
Existing division of responsibilities between different functional units within a public sector organization, or different agencies within government, can constrain centralized approaches.
