The rapid development of cities and the increase in their
population revealed the problem of transportation. The basic
and solely solution for the transportation problem in the cities
with big populations is popularizing the public transport
systems. Although the public transport vehicles are used in the
cities with big populations currently and the efforts to broaden
its scope are executed, the system still employs some
handicaps. The complexity of public transportation system is
the existence of more than one lines, more than one vehicles
and routes causes we have difficulty in managing this system.
The demand of the administrators who manage the public
transportation system and the people who use this system for
observing the system better, make their plans after examining
the position and travel information of the vehicles and use the
system more effectively is a clearly expected demand.
The administrators of the big cities are seeking the ways of
solutions for this problem. Using various methods of
information and management and smart bus stations became a
current issue and numerous applications were carried out.
In the studies related to this topic, G. Mintsis et al. studied
on determining the locations of the vehicles travelling both on
the land and in the sea and determine a road map using the GPS
(Global Positioning System) [1]. Zechun Huang et al. pointed
out the significance of Continuous Operational Reference
Station System (CORS), and mobile CBS technology and GPS
in establishing smart transport systems and they designed the
architecture of vehicle positioning monitoring system [2].
Verma et al. showed the user that it was possible to follow the
travelled route and position of the vehicle through GPS and
showed the position of the vehicle using a web based system
which that had developed [3]. Using Microsoft SQL Server
2003, El-Medany et al., developed a monitoring system,
established graphical user interface using Active Server Pages
(ASP) and showed the position of the vehicle on the map [4].
Fleischer, P.,B. Nelson et al. developed GPS and a Global
System for Mobile Communications (GSM) based a vehicle
monitoring system. Through this system they developed, they
real-timely followed the intercity transportation vehicles
against accidents and robberies [5]. In their studies, Lita et al.
developed a system including the GPS and GSM-SMS (Short
Message Service). They established a monitoring system which
sends text messages about the things happening in the vehicle
when it is parked and gives information about engine, speed
