Little attention has been paid above on cultural rights, which most urgently affect persecuted minorities within state. One reason is that persecution, a violation of civil and political rights, gets more attention than the byproduct, cultural suppression. Although article 5 of the convention on the elimination of all forms of Racial Discrimination claims that the guarantee of equality before the law ensures the enjoyment of economic social and cultural rights, in fact many ethnic and religious groups are treated unequally due to what mainstream groups may view as their quaint or unusual practices.
