5.2 Hazard Consideration and Mitigation
5.2.1 Design, operation and maintenance of the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section shall give due consideration to hazards affecting;
(a) People boarding, alighting and being transported by the Railway System;
(b) Personnel operating, maintaining or testing the Railway System fixed equipment and Rolling Stock, or supporting facilities and related properties; and
(c) The general public and associated facilities in the vicinity of the Railway System.
5.2.2 The Concessionaire will be required to prepare a master hazard log database for the project to cover all contracts in a single database with complete consistency and traceability within and between different contracts. The coordination between the Designated Contractors and the Concessionaire shall be to manage through the MRTA’s Representative and to perform certain specific actions in terms of generating proof of safety documentation.
5.2.3 When proposing changes or variations, the Concessionaire shall make a systematic and vigorous attempt to identify any possible hazards and consider hazards which could contribute to an accident at any time, from introducing the changes or variations into the Railway System and remove it. The Concessionaire must assess the effect of any proposed changes or variations using an overall system risk assessment method. The Concessionaire will review the measures which may reduce the overall system risk, within its area of responsibility and decide whether each measure lowers the risk to as low as reasonably practicable.
5.3 Operational Safety
5.3.1 Operational Safety Plan
(a) In order to demonstrate that the system will be managed safely, the Concessionaire shall produce and maintain an Operational Safety Plan, in accordance with the Systems Assurance requirements detailed in the Agreement documents.
(b) Ownership of the Safety Plan shall remain with the Concessionaire for the duration of Agreement Period.
5.3.2 Operational Contingency Plan
(a) In order to respond to incidents and implement emergency rescue measures during an incident, the Contingency Plan shall provide guidance for the Concessionaire’s staff. Necessary training shall be given to the Concessionaire’s staff in a regularly basis.
(b) The ownership of the Contingency plan shall remain with the Concessionaire for the duration of Agreement period.
(c) The Concessionaire shall update the Contingency plan in an annual basis or immediately after the revision of MRTA’s contingency policy.
5.3.3 The Concessionaire’s permission to operate the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section will be dependent upon approval of the Operational Safety Plan and Operational Contingency Plan by the MRTA’s representative.
5.3.4 Security
(a) The Concessionaire shall provide security staff for the operation of the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section and procedures for passengers and their baggage entering the paid area of a station. Metal detector scanners shall be provided at all station entrances by the Concessionaire and operated by the Concessionaire security staff.
(b) The Concessionaire shall provide security for passengers, staff and general public against criminal activities within the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section in accordance with MRTA’s Law and Regulations.
(c) The Concessionaire shall provide the training of security staff with required standard concerning railway operation procedures necessary to protect the Railway System assets and its users.
