9—Functions and powers of SEMC (1) SEMC has the following functions: (a) to provide leadership and maintain oversight of emergency management planning in the State; (b) to prepare and keep under review the State Emergency Management Plan; (c) to provide advice to the Minister in relation to the operation of this Act and the management of emergencies in the State; (d) to undertake risk assessments relating to emergencies or potential emergencies where SEMC thinks fit or where requested by the Minister; (e) to ensure that agencies and organisations with functions under the State Emergency Management Plan are aware of those functions and are provided with adequate information for the purpose of understanding and carrying out those functions; (f) to monitor the capacity of agencies and organisations with functions under the State Emergency Management Plan to properly carry out those functions; (g) to co-ordinate the development and implementation of strategies and policies relating to emergency management (including strategies and policies developed at a national level and agreed to by the State); (h) if an identified major incident, a major emergency or a disaster is declared under this Act—to monitor and evaluate the implementation of the State Emergency Management Plan and the response and recovery operations taken during or following the emergency;
