Industry Bill (PIB) currently stagnated in the National Assembly. According to Odumugbo (2010), Nigeria's gas estimates stand at 182 TCF (trillion cubic feet) which is projected to increase by 70% by 2025. In view of the abundance of gas in Nigeria, all challenges need to be identified including legal framework to boost energy devel- opment in Nigeria. The adverse effect of gas flaring in oil commu- nities have been studied in many literature. Daily means of livelihood of host communities are continuously been destroyed as a result of gas flaring. No substantial farming is taking place in Niger Delta due to this menace and there is urgent need to develop a more robust approach to alleviate the suffering of the affected
communities especially in the NigereDelta.
