Soil conservation was the precursor to resource conservation as we know it today.
The Dust Bowl of the 1930Us was a powerful icon of soil erosion, and the national crisis
spurred the creation of the Soil Conservation Service (SCS), which was the predecessor
to the Natural Resources Conservation Service (NRCS). The SCS was created on April
27, 1935, to oversee and attack the problem of soil erosion (Helms, 1985).
