EPI instruments may also be ordered according to the logic of intervention. Following the analytical perspectives introduced above, it is possible to distinguish between institutional, political and cognitive logics. From an institutional perspective, EPI is an exercise in coordination. Institutional (or ‘administrative’) change was a key element of Brundtland’s thesis and very many EPI instruments could be placed under this heading. They can be associated with different levels or forms of coordination. They may focus on the high level (cabinet, prime ministerial office) or on the lower, street levels of governments; they may also have a more strategic or a more operational character.
