Even though the first part may suggest that this is a straightforward demand for non-discriminatory institutions, which need not be con¬ditional on behavioural norms, it is plausible to think that the require¬ments of 'fair equality of opportunity' could give a much greater role to behavioural features (for example, what kind of selection criteria would be effective given behavioural characteristics, and so on) ill determining the appropriate choice of institutions.
