7.5 Resolution of Engineering Technical issues
7.5.1 The Concessionaire shall develop a series of procedures within each engineering department which shall be detailed in the Maintenance Services Plan to be submitted to and approved by MRTA. These procedures shall be used as a means of identifying, recording, investigating and resolving important Engineering Technical Issues ("ETI") that could affect the safety, operation or maintainability of the Railway System. ETIs may be highlighted using the following methods:
(a) Single failure reports made on the CMMS;
(b) The results of the failure trend analysis, which shall be carried out as part of the asset performance review processes;
(c) Feedback from maintenance staff;
(d) Reports from suppliers or maintenance contractors;
(e) Feedback from incident or accident investigations;
(f) Results from specific condition monitoring equipment; and
(g) Analysis of data from the CMMS and other data acquisition systems and processes.
7.6 Management of Maintenance Risks
7.6.1 The Concessionaire shall develop and implement a risk mitigation system to ensure the effective management of maintenance related risks. The system to be used to manage such risks will form an integral part of the Quality and Safety Management Systems, procedures and instructions and shall address a number of items, including:
(a) Accessibility of assets e.g. at a height, in confined spaces, in public areas;
(b) Measures to deal with hazardous materials;
(c) Risk of electrocution; and
(d) Training and competence assessment.
