There have been two key pieces of federal legislation passed concerning school safety and security. In 1994, the Gun-Free Schools Act and the Safe and Drug-Free Schools and Communities Act were passed (Kopka, 1997). “Under the Gun-Free Schools Act (GFSA), every state receiving federal aid for elementary and secondary education must require school districts to expel from school for at least one year any student who brings a gun to school” (Kopka, 1997, p. 16).
