A significant constraint on growth in this sector is the limited availability of trained early childhood
teachers.This shortage impacts especially on the availability of pre-school education in rural and
remote areas. It also adversely impacts on the availability of pre-school education for children
with disabilities, and for children from ethnic minority groups. The pre-school system has relied
significantly on NGO support since the early 1990s. A large proportion of this support has been
focused on training more pre-school teachers and on developing relevant curriculum materials.31
