Since the subjective complexity measure includes an aspect of political complexity, the measure of objective complexity needs to reflect some aspect of political complexity. The number of state legislators in each school district is an indicator of political complexity. All districts have two legislators (one in the State House of Representatives and one in the State Senate). However, some districts have more than two legislators. In districts where there are many legislators, the political environment is one of multiple political actors making multiple and maybe competing demands on school districts. This measure of political complexity is added to the district complexity measure to get an overall measure of objective environmental complexity. Higher values indicate greater complexity.
