After analyzing the three existing case studies in the above research, the combination of conventional keyword retrieval model with ontology based information retrieval is proposed. The five layers of semantic retrieval system which consists of presentation layer, application layer, integration layer, semantic layer and persistence layer are adopted. In the semantic layer, the weighting annotation will be included to provide the ranking algorithm in the propose model of the semantic based information system that will be implemented. Apart from that, the document annotation will be applied to do the concept mapping from the textual documents to the available ontology. The semiautomatic annotation will be used to annotate the textual documents and user queries and will be stored in the relational database to facilitate the semantic search system. An adaptation of Vector Space Model (VSM) to rank the retrieved documents is applied. Furthermore, in the persistence layer, the natural language processing tools and methods will be used in constructing from textual documents to structured data.
