The syllabus emphasises the consolidation of the target language (pronunciation, grammar and vocabulary) and the development of four skills as the basis for developing students’ communicative competence, which is considered to be the ultimate aim of teaching and learning English. The relationship between accuracy and fluency is seen as, ‘...we consider accuracy and linguistic competence to be of primary importance, though we do not by any means overlook fluency or communicative competence.’ (1987:2) lt’s evident that the course book is structure-based as well as skill- based. The methodology adopted is eclectic, a combination of traditional and communicative approaches.
