The original TOD concept proposed by Calthrope (1993) has been accepted as a desirable development pattern that would be considered dense, pedestrian friendly, and transit supportive in a middle-sized city in the Midwest United States. However, there is no universal definition of TOD; it would be viewed quite differently in the CBD of a metropolis (Cervero et al., 2004). The City of Seoul, which is a representative metropolis in Asia, has the strong urban planning objective of being a transit-oriented city (Sung & Oh, 2011). The city has a more complicated urban structural hier- archy and subway network than a middle-sized city does. There- fore, it is necessary for the metropolis to establish its own TOD strategy, in which the planning factors of TOD, such as density, diversity, and design (Cervero & Kockelman, 1997), can be implemented for each subway station area by considering the condition of the urban structure and subway network. A typical indicator of the integrated condition is accessibility.
