resources (time, people, funds, office supplies etc) to achieve departmental goals.

- Usually uses resources efficiently/effectively, sometimes beyond expectation, to achieve dept. goals.
- Usually uses resources efficiently/effectively to achieve dept. goals.
- Sometimes uses resources efficiently/effectively, to achieve dept. goals.
- Rarely uses resources efficiently/effectively; generally waste resources.
