This section is divided into 5 parts. The first part summarizes
erosion-induced losses and what local communities believed to
have caused the erosion. The second part evaluates erosion rate.
Part 3 identifies stakeholders and their concerns, and evaluates
their past attempts. The fourth part deals with administrative, legal,
and policy aspects. The last part involves the design of nearshore
detached emergent breakwaters, which made use of lessons learnt
from the previous management failures and integrated stakeholders’
interests into the process.
