Once a chemical is in plasma it can be distributed around the body,thus explaining the body-wide effects of some chemicals. However, blood flow is not equal to all organs and therefore neither is the distribution of a chemical in the bloodstream. In general the major body organs (i.e. liver, heart, lungs/ etc.) receive the majority of cardiac output, followed by tissues such as the muscles. Finally tendons, teeth and ligaments receive very little blood flow and therefore only a small percentage of any chemical entering the body will end up in these tissues.
