considerations are drawn from cases and examples related
to public CAL facilities. They are not golden rules, and
need further testing, review, and modification. Moreover,
the practical characteristics of learning environments,
educational goals, technological inventions, and the needs
and preferences of children with visual impairment are
continuously changing. Governments, educators, designers,
and parents must work hand in hand with children with
visual impairment and other users to create a more universal
and inclusive CAL environment for all, regardless of
age and capabilities.
