In July 2015, Amazon added Valid Tracking Rate as a new performance metric. As an Amazon seller, you're now required to provide valid tracking numbers for 95% of US shipments.
This requirement has already been in place in the Office Products and Shoes categories since August 2015. If you sell in Office Products and/or Shoes and do not meet the 95% target, you are at risk of losing your ability to sell in that category.
For all other categories, we realize you may need time to make changes in your existing shipping processes in order to provide tracking, so you’ll have until February 2016 to meet the 95% target. Packages without tracking that are shipped before or during this grace period won't impact your ability to sell on Amazon. After the grace period has passed, if you don't meet the 95% target in a given category, you will be at risk of losing your ability to sell non-FBA items within that category.
Valid Tracking Rate is defined as the following: The percentage of packages you ship with a valid tracking number divided by the total number of packages you've shipped and confirmed.
For example, if you shipped 200 total packages, and 190 of those packages had a valid tracking number, your Valid Tracking Rate would be 95%.
Tracking numbers will be considered valid only if they have at least one carrier scan recorded. Failure to meet the required tracking rate may result in the loss of seller-fulfilled selling privileges within the respective category.
You can find your Valid Tracking Rate performance metric on the Customer Metrics page under Performance Checklist. This is in addition to the Valid Tracking Rate metrics displayed further down the page.
Measuring Valid Tracking Rate
We calculate Valid Tracking Rate in 7 day, 30 day, and 90 day increments. The report uses "promised delivery date" to determine which orders are included in the metric. Your Valid Tracking Rate has a two-week lag, which gives the data enough time to be statistically relevant.
Request a Valid Tracking Report
To view a report of all packages you've shipped and confirmed, and the packages that include a valid tracking number by category, follow these steps:
Log in to your Seller Central Account.
Click Performance, which takes you to a Customer Satisfaction summary view.
Click Valid Tracking Rate.
Click Request Report button.
Select the date range you would like to view. De-select "Shipped late" and "Delivered late" to view orders with invalid or no tracking information.
If you updated tracking information recently, please allow 72 hours for the report and metric to reflect the changes.

How much does tracking cost?
For the majority of US carriers (UPS, USPS, FedEx, DHL), shipment tracking is already built into cost to ship. If you purchase shipping through Amazon's Buy Shipping service, tracking is also added free of charge.
Tip: All USPS First Class and Media Mail shipments include free tracking. Even though you're only required to provide valid tracking for 95% of US shipments in Office Products and Shoes, we display your Valid Tracking Rate for all categories as an account health metric. We encourage you to provide tracking numbers on all of your seller-fulfilled shipments. Tracking can significantly reduce the costs associated with customer contacts, buyer fraud, and lost shipments.
How will I know if I am meeting the 95% Valid Tracking Rate target?
You can view your performance metric for tracked packages any time by logging into Seller Central and clicking Performance > Account Health. You'll see one of the following check marks under Valid Tracking Rate:
A green check indicates that your current tracking performance is good.
A yellow exclamation indicates you are at risk of dropping below the required performance threshold.
A red "X" means that you missed the target and are at risk of losing your selling privileges for the affected category.
If your performance falls from green to yellow, you'll receive an email notification.
What happens if I don't meet the required target for tracked packages?
If you're unable to maintain the required target for tracked packages, this may result in the suspension or removal of your selling privileges for the category or categories experiencing the issue. If your selling privileges are removed from a category, you have the option to provide Amazon with a Plan of Action for how you plan to prevent the issue in the future. What if I'm using tracking from a carrier who isn't integrated with Amazon?
If you're using small or regional carriers that are not integrated with Amazon, you'll need to begin shipping your packages with one of our integrated carriers.
