PLANNING PHASE: GATHERING REQUIREMENTS
Four years before Singapore hosted the Annual Meetings, the Organizing Committee was
officially set up, represented by various government agencies which were in charge of
different areas. At the same time, the CI and the other sub‐committees were also formed.
Subsequently, CI members had to be reshuffled as some of the members at that point of
time were working in different locations in Singapore with other commitments. The
Chairman of the CI saw the need to fill the positions with members who were based at
the IDA Headquarters with commitments only to the Headquarters, so as to facilitate
meetings and to have more control over manpower resources.
The major task for the CI during this phase was the gathering of requirements for IT
infrastructure and applications. This was done in various ways. First, representatives
from the CI visited the Annual Meetings held in Dubai and Washington D.C., to obtain
first‐hand experience on how the events were conducted. Second, the JS also furnished
the CI with their IS requirements based on what was used in the previous event.
Subsequently, an updated version of the requirements was provided, with adjustments
based on how technologies had changed. Third, requirements were gathered from the
other agencies in the Organizing Committee
