4.1 EU citizens have the right to remain within the territory of the Member States for up
to three months provided that they have a valid passport or identity document, subject to
limitations and conditions.
4.2 EU citizens have the right to remain anywhere in the EU provided that they have legal
work or are studying at an accredited educational establishment and have comprehensive
health insurance (or have enough money to ensure that they or their family members do
not become a burden on their host’s social security system) or have a family member satisfying
any of these conditions.
4.3 Every EU citizen has the right to education and to have access to vocational and continuing
training.
4.4 Every EU citizen has the freedom to choose an occupation and right to engage in work in
any Member State (subject to certain restrictions) and nationals of third countries who are
authorised to work in the territories of the Member States are entitled to working conditions
equivalent to those of the citizens of the Union.
4.5 Every worker has the right to fair and just working conditions which respect his or her
health, safety and dignity and to limitation of maximum working hours, to daily and weekly
rest periods and to an annual period of paid leave.
