We are therefore moved beyond snapshot notions of ‘success’ or ‘failure’. Instead, use of this approach has
shown that any ongoing development project can never completely succeed or fail because its designs and its
networks are continuously being re-formed. Not just the project overall but also its specific deliverables—what
we could see in this case as its technical trajectory—are shown to be a function of the interaction of various
heterogeneous elements as these are shaped and assimilated over time in two main networks
