This is what is first expected from the
state:
strict
control of the turnaround of
waste and harsher penalties for
violating requirements
the detailed elaboration and
improvement of the normative
base
active participation in the forming
of the market.
The formats in which the state may
t
ake a part were defin
ed as follows:
a federal agency responsible for
the certification of the participants
of the market, including the
certification of bio
-
and eco
-
products, and guaranteeing the
return of investments in waste
management
federal or regional eco
-
funds
taking
care of investments in the
modernization of material assets
and waste recycling control
systems.
The funds may be formed and
replenished from an environmental
protection tax, following the principle:
"manufacturers pay for utilization", the
tax being inclu
ded in the cost of
production, which should be
legislatively validated. In fact, this is
about the final institutionalization and
legislative validation of "ecological
rent".
What was also suggested were
various tax and financial benefits for
companies th
at use higher
environmental protection standards on
their own initiative.
It is presumed that, at the Remote
Level, the state will leave the market,
allowing it to be self
-
regulated by
professional communities, yet
remaining in view as the legislator
withi
n the "Zero Waste" concept and
as a party to international agreements
concerning waste management,
analogical to the Kyoto Protocol
