Development depends on each country’s capacity to build the right skills to innovate and inject innovation into the productive system. This dependence is augmented by the fragmentation of production and the development of global value chains,
making innovation a central factor in the development of competitiveness. Given the complementarity between innovation on the one hand and education and skills on the other, Latin American countries should update their policy agendas
on science, technology and innovation, fostering regional co-operation to underpin national efforts.
