there are two upcoming items to discuss and to agree/ vote, preferably via email. Let's try to get things done this way efficiently.
1) Bonuses for PBC-Employees 2015
We have paid our employees in the past a year-end bonus as usual in Thailand. This year we have only 3 employees qualifying for that bonus (longer than 1 year employed). They are:
- 2 guards and
- the office secretary.
Other staff are shorter than 1 year employed, hence no obligation to pay bonus, but we could pay a fraction of a month, if needed for motivation purposes.
I suggest: to authorize the manager to pay a one (1) month salary bonus to aforesaid 3 staff in December 2015.
Please, every committee member, vote on this item (or make different suggestion) until latest 20th of November 2015 by email reply to all.
2) Water Meter & Water Charges in Future
Up to now 300 Baht unmetered water charges per condo were included in 42Bht/sqm common fee since 2008. With the new water meters soon in place, we need to think how to handle water cost per condo unit. A fair system implemented must be thought over intensively and finally:
- achieve acceptance among all (or most) co-owners
- implement a system of fairness to all
- be a workable solution for our staff, to execute our decision
- must make sense also in future, when water will become very expensive.
Please allow me to suggest the following model:
300 Baht monthly now means ca. 7.5 cubic meters fresh water consumption and waste water charges are included per room per month. (Assumption: ca. 40 Baht per cubic meter WATER AND WASTE WATER, correct me +/- if I'm wrong.)
Water cost WILL DEFINITELY RISE in the near future, so we may assume 100 Baht per cubic meter for calculation now, resulting in "free allowance" of 3 cubic meters water per unit per month, included in common fee payments as we did until now.
3 cubic meters are 3000 liters, that is 100 liters water per every day! Everything consumed ABOVE 3 cubic meters per month will be billed at actual water+ waste water charges to the owner.
To make it a workable solution (meters are inside the condo units), we can read meters once a year, or every half year, or latest at condo ownership transfer. Then we will charge just the EXCEEDING amount, i.e. over 3 cubic meters/ month/ room at actual rates.
Co-owners who make heavy uses of daily personal jaccuzzis, laundry often, have dripping faucets and leaking toilets etc., may consume more than 3 cubic meters per month and will pay more, according to their consumption behaviour. This wil be acceptable by most owners.
Groundfloor shops and restaurants pay water charges according to their meters already for some time (while others could theoretically use unlimited amounts of water). These shops add value to our condo and therefore pay according to our condo "constitution" half common fees.
I suggest no change to be done for these groundfloor units, their modus of payment according to their meters to be continued as earlier agreed. Rates per cubic meters adjusted same as for other co-owners, depending on ACTUAL COST from Pattaya waterworks.
Please, every committee member, think about above suggestion or make a different suggestion/ addendum until latest 20th of November 2015 by email reply to all.
We need to come to a solution soon and communicate that per public announcment in PBC.
