Most school systems administer three different compensation systems: those for administrators, teachers, and support personnel. Some of these compensation systems are directly controlled by the school system, which alone is responsible for establishing and implementing them. Other compensation systems are only partially controlled by the school system and require bilateral actions by the school system in the collective bargaining process. Collective bargaining, by definition requires that the school system and the unions representing different groups c employees agree on all aspects of the compensation system.
