The macrostructural level of Le๓n society lacks appropriate programs and strategies to benefit the MSM population. There is also little political interest in supporting such initiatives. However, the participation of NGOs has been encouraging, although still insufficient. The “legislative discrimination” on the part of the government is also associated with “community discrimination” from public institutions, such as police and health agencies [21–23], but not from private services. The former have created structural and institutional barriers that impede measures preventing HIV transmission and reinforce the criminalization of same-sex behavior among men.
